In-depth analysis of India's standing in the Global University Rankings

In the 2018 University rankings released by the Times Higher Education(THE) recently, the Indian universities ranking has slipped further away with IISc losing its spot from the 201-250 range to be placed in the 251-300 groupings of the best universities. IIT Madras also observed a sharp decline in its position from the 401-500 grouping to 601-800. Eight other Indian varsities have also slid down to a lower band. Reputed institutes such as Indian Institutes of Technology (IIT) Delhi and Kanpur have taken a dip to the 501–600 band from last year’s 401-500 rankings.

The latest edition also saw India’s representation taking a hit with only 30 institutions making it to the list of world’s top 1000 educational institutions; unlike the previous year ranking wherein 31 Indian institutes were included among the world’s top 980. On a brighter side, IIT Bombay has retained its position in the 351-400 band along with some other institutes like IIT Kharagpur(501-600), IIT Roorkee(501-600), Delhi University(601-800), Aligarh Muslim University (601-800) and IIT Guwahati (601-800) despite the inclusion of 20 more universities from different countries in the overall global ranking. However, the consistent poor performance of Indian varsities in comparison to other Asian institutes cannot be overlooked.

The number of Indian universities representation had risen remarkably in 2017. However, Times Higher Education suggested that the increase in number was due to an increase in the inclusion of more universities in the ranking. The rise was also said to be a result of the slower pace of growth among universities in the West.

The ascent of Asian Universities

A trend that has sustained over the years, is the rise of the Asian universities, with 21 Asian universities making it to the list of the world’s top 200 in the 2018 ranking compared to last year’s promising 18. National University of Singapore jumped two places up at 22 and retained its title of the best educational Institution in Asia. The increase in Asian representation is marked by the inclusion of 3 more Chinese varsities in the top 200 list this year. China is leading the Asian bandwagon with 7 of its varsities featuring in the top 200 list, with two universities (Peking University and Tsinghua University) finding a spot among the world’s top 30 and an overall representation of 60 universities in the comprehensive list. None of the Indian universities are featured among the world’s top 200.

Why is global university ranking important?

In a survey conducted by the firms- Hobsons and The Parthenon Group, which saw a record participation of 14,000 international students, revealed the mindset of students when selecting their prospective colleges, 77 percent of respondents listed both university rankings and subject rankings as the most crucial factors when deciding where to study.

  • The objective of the educational institutions ranking system is to identify and list the leading institutions by subject and region.
  • Rankings can help the students, educationists, recruiters, and others discover the best educational institutes in terms of quality of education, faculty, infrastructure, placements, research and other key factors that make an institution stand out from the rest.
  • In the global scenario, it can also be used to get insight into a country’s position in terms of its development and to gauge the potential of its youth.

Methodology used for THE World University Ranking 2018

Times Higher Education(THE) is a reputed London based Magazine that has established its name in the global education market. It recently released its 15th annual list of the top-ranked universities that contains the global rankings of the top 1000 universities from 77 countries, making it the biggest league table to date.

  • Its annual university ranking enjoys the reputation of being the only global university performance table to judge research-intensive universities across all of their core missions: teaching, research, knowledge transfer and international outlook.
  • THE claims to use 13 carefully calibrated performance indicators to provide the most comprehensive and balanced comparisons.
  • These top 1000 universities are selected from a pool of 20,000 higher education institutions in the world.
  • Those universities which do not teach undergraduate courses or those which have produced less than 1000 research papers between 2012 and 2016 have been excluded from the rankings.
  • Thomson Reuters collects and analyses the data used to produce the rankings on behalf of Times Higher Education.
  • With ‘THE’ global rankings being independently audited by PricewaterhouseCoopers (PwC), it is the only rankings system subjected to full, independent scrutiny.
  • After top 200 ranks THE puts universities in groups.

Reasons behind India’s consistent poor performance

To understand the reasons behind India’s consistent poor performance, it is imperative to unravel the factors that the Times Higher Education Ranking survey considers.

Out of the 30 Universities that have featured in the 2018 global ranking, 7 are new entrants. Last year 31 Indian Universities were represented in the list. This means at least 8 universities from last year’s rankings have not made it to this year’s list.

  • Out of those universities that have featured for a consecutive year, 8 universities have scored lower while 15 have marginally enhanced their overall performance.
  • A closer look at the scores assigned to independent performance indicators reveal that the teaching standard at 18 of these universities improved while it deteriorated at 5 others.
  • Research involvement went up narrowly at 13 of these varsities while it declined at 10 others.
  • There was also a decrease recorded in terms of research resources cited from these universities. 8 universities were awarded lesser score than last year while 15 showed some improvement.
  • In terms of Industry Income, 13 universities scored lower this year while 9 others recorded improved income.
  • The International Outlook at 22 of these varsities was found flourishing with the exception of Savitribai Phule Pune University.

In the 2018 ranking, India is grouped with Russia, Algeria, and Nigeria for receiving the weakest citation scores in the ranking table. While International Outlook has certainly improved this year, India is still one of the worst performers when it comes to internationalism. The prominent decline in research at some other universities is considered to be a direct impact of the changed funding policies governing research grants. CSIR has reported a fund crunch and its chief Dr. Sahni has stated that this year only about ₹360 crore would be available for research expenses compared to previous year’s approx. ₹ 1,400 crore.

However, THE has appreciated the fact that some Indian universities have overcome their challenging funding and science environments to score well on the research indicator. Another factor that was identified as badly impacting the overall ranking was a drop in staff-to-student ratio scores.
